Aliança debate o direito humano à água nas eleições 2022

to encontro da série de rodas de conversa sobre a agenda da Aliança pela Alimentação Adequada e Saudável e as eleições presidenciais de 2022 discutiu o direito humano à água. A roda de conversa aconteceu de modo virtual, no dia 31 de maio, e teve como objetivo debater o tema e levantar tópicos para construção da carta de proposições da Aliança para as eleições 2022.
Alexandra Pinho, professora da Universidade Federal de Mato Grosso do Sul e integrante do Grupo Temático da Água, da Aliança, abriu o encontro apresentando a trajetória do GT Água desde sua criação. E também partilhando as perguntas norteadoras para a roda de conversa: como mobilizar a participação social/cidadania na questão do direito humano à água, em suas dimensões de acesso, qualidade e saneamento básico? Que instrumentos temos hoje para subsidiar a construção de melhores incidências na questão do acesso e qualidade da água? E como alcançar nossos objetivos políticos em um contexto que privilegia a água como mercadoria?
Cultura da participação social e conflitos ambientais
Em seguida, houve a apresentação de Ângela Damasceno, socióloga, integrante do grupo Omo Ilê, grupo de pesquisa em saneamento, raça, gênero e classe da Universidade Federal da Bahia. Ângela, que é especialista na construção de políticas públicas com participação e construção coletiva, retomou o histórico da colonização brasileira como uma das explicações para a ausência de uma cultura de participação. Ângela apresentou um panorama do cenário de conflitos ambientais em que se dá o debate pelo direito à água, que inclui a concentração de terras e ausência de reforma agrária, que reconheça e preserve os territórios, o avanço do agronegócio e mineração e a falta de saneamento básico. “A relação de saneamento básico e a dignidade do território, no reconhecimento dessa população, é vital para se desenrolar uma cultura de participação que é ausente no país” afirmou a socióloga.
E ressaltou também a importância de ouvir as pessoas mais afetadas. “A pandemia dá visibilidade à desigualdade social do direito à água, e estamos aqui com responsabilidade de trazer o sofrimento e a narrativa da população negra, que é a mais afetada, para um desenho de mudança”, afirmou Ângela Damasceno.
Contaminação da água por agrotóxicos e privatização da água
Em seguida, houve a apresentação de Rafael Bastos, do Observatório dos Direitos à Água e ao Saneamento (ONDAS) e professor do Departamento de Engenharia Civil da Universidade Federal de Viçosa. Rafael lembrou que água e saneamento básico foram considerados direito humano em 2010, e que esse reconhecimento implica uma responsabilidade implícita aos países signatários, ou seja, obrigações do Estado e deveres dos prestadores de serviços. Em sua exposição, Rafael deu destaque ao problema dos agrotóxicos que contaminam o solo e águas, e afirmou que o número de substâncias tóxicas monitoradas pela avaliação de risco é muito menor do que os agrotóxicos cujo uso é liberado no Brasil. “Não é concebível que uma regulação seja aprovada sem que seja possível cumpri-la. A distância entre aquilo que se julga regulamentável e aquilo que circula no meio ambiente é muito grande”, afirmou Rafael. “O controle tem que ser do lançamento de agrotóxicos e na autorização de uso, e não o da potabilidade da água. Essa é a nossa triste realidade, estamos enxugando gelo”.
Outro ponto abordado por Rafael foi o Novo Marco Regulatório do Saneamento, a Lei 14.026 sancionada em 2020. “A lei está aprovada, é uma indutora da privatização, alguns estados já aprovaram suas leis, alguns privatizaram suas companhias estaduais, ou seja, estamos vivendo um desmonte da estrutura de prestação de serviço de água no país jamais vista anteriormente e jamais vista no planeta, na forma abrupta como vem acontecendo”, afirmou Rafael. O engenheiro considera que houve retrocessos enormes, com a desregulamentação e fragilização das instâncias de participação “Esse é um impasse para um próximo ciclo de governo, porque a lei já foi aprovada e as mudanças estão ocorrendo de um modo muito rápido” afirmou Rafael, “será importante que os movimentos sociais tenham convergência nessa pauta”.
