FNDE orienta que cantinas escolares não ofertem ultraprocessados

O FNDE (Fundo Nacional de Desenvolvimento da Educação) publicou uma Nota Técnica com orientações gerais sobre o comércio de alimentos dentro das escolas da rede pública de educação básica contempladas pelo Programa Nacional de Alimentação Escolar (PNAE). Um dos pontos de destaque é o alinhamento com o Guia Alimentar para População Brasileira e a recomendação para que não sejam ofertados ou comercializados, em cantinas escolares, alimentos ultraprocessados ou preparações e bebidas com altos teores de calorias, gorduras saturadas, gorduras trans, açúcar, sal ou produtos com adição de edulcorantes, tais como balas e pirulitos, salgadinhos industrializados, refrigerantes e outras bebidas açucaradas, salsichas e embutidos, por exemplo. “Cantinas escolares que oferecem uma alimentação adequada e saudável protegem os alunos e a comunidade escolar, pois limitam a exposição diária a alimentos não saudáveis e colaboram com a escolha de alimentos saudáveis. A comercialização de alimentos e bebidas adequados e saudáveis no espaço escolar favorece a prática de melhores escolhas alimentares pelos estudantes, que experienciam no cotidiano da sua vida escolar os conhecimentos trabalhados nas atividades de ensino sobre alimentação adequada e saudável, conforme determinado pela Lei nº 13.666/2018”, afirma trecho do documento. “Contudo, a disponibilidade e consumo de alimentos ultraprocessados entre escolares é bastante significativa”. A análise de dados do Estudo de Riscos Cardiovasculares em Adolescentes de 2013 e 2014 (representatividade nacional, regional, de capitais e de estratos do interior das cinco regiões para municípios com mais de 100 mil habitantes) mostrou relação direta entre a hipertensão e a compra de alimentos nas cantinas escolares”, afirma em outro trecho.

Cantinas saudáveis, alimentos in natura e minimamente processados

Além da recomendação sobre ultraprocessados, a nota técnica recomenda que os estabelecimentos comerciais localizados no interior das escolas, como as cantinas, ofereçam e comercializem “opções de alimentos, bebidas e preparações que contribuam para a saúde dos escolares, que valorizem a cultura alimentar local e que derivam de práticas produtivas ambientalmente sustentáveis”, como frutas, legumes e verduras da estação, de preferência de produção local ou regional, orgânicos ou agroecológicos; castanhas, nozes e/ou sementes; iogurtes naturais (sem açúcar, edulcorante e/ou aditivos cosméticos) e vitaminas de frutas naturais, bebidas ou alimentos à base de extratos ou fermentados com frutas, sanduíches naturais sem molhos ultraprocessados e/ou embutidos; salgados assados que não contenham em sua composição gordura vegetal hidrogenada ou embutidos, entre outros.

Fomento à agricultura familiar e proibição de publicidade infantil

A nota técnica também recomenda “que as cantinas escolares priorizem a aquisição de produtos advindos da agricultura familiar, especialmente os alimentos orgânicos e agroecológicos”. E a respeito da publicidade dirigida às crianças, a nota técnica chama a atenção de que cantinas escolares estão suscetíveis a publicidade e propaganda, e reforça a ilegalidade da prática “Desta forma, seguindo a legislação vigente e as evidências apresentadas, não é permitido, na unidade escolar, qualquer tipo de propaganda, publicidade ou promoção por meio do patrocínio de atividades escolares, inclusive extracurriculares, divulgação de apresentações especiais e distribuição de brindes, prêmios ou bonificações de alimentos, preparações ou bebidas cuja comercialização consta como não recomendada nesta Nota Técnica”.
